The governmental infrastructure of GCC countries has evolved for the better over the last couple of decades. The Gulf Cooperation Council (GCC), a regional intergovernmental organization, has a structured framework for decision-making and coordination with various components such as Supreme Council composed of the heads of the GCC member states, the Ministerial Council comprised of foreign ministers (or their deputies) from all member states, the Secretariat General responsible for preparing studies related to cooperation, planning, and programming. Each member state governs their people through ministries that typically have subsidiary departments that act as hands of the government. In UAE, as an exception, the Emirate level governmental structure also exists that is subsidiary to the federal government. As public service entities, these ministries, departments and multilateral bodies are required to plan their affairs strategically, conduct their operations in a fair and transparent manner in line with the vision of the State leadership and report on their performance. Over the years GCC countries have adapted to internationally accepted reporting frameworks and have deployed cutting edge technology infrastructure giving rise to some of the best e-governments the world has ever seen.
